Youtube Mobile: set lowest resolution in cellular mode
set default resolution in WIFI mode and cellular mode for each device

I want to set default resolution to lowest when use cellular in my phone, middle resolution when use wifi in my phone and tablet.

-- Why this matters
More people watch, better for Youtube.
But for a lot of people, the data plan is limited, and video usually consumes lots of data.
So people wants to use as less as possible when watch video in cellular mode.

When in wife mode, use wants high resolution for better user experience.
